Wind power plants are privileged in exterior areas by German building law. Contrary to solar parks, wind parks don’t need a development plan for exterior areas to reach building rights. Regional and land-use plans determine priority areas for wind energy use in a sense of a holistic concept in the region without giving exact locations of the power plants or the degree of land use. If the need for this knowledge exists or if a wind park has priority in planning and to get building rights quickly, development planning is reasonable. (July 24, 2014)
