Public Administration (B.A.)

The programme prepares students for management roles and responsibilities in public administration offices and institutions.

The qualification for the current modernization and restructuring in the public services sector are of particular importance. Especially economic knowledge and management methods are required as they have been applied in the private economy for a long time. Another focus is the conveyance of institutional and jurisprudential knowledge in the administrative sector. This is where this degree course differs from the Public and Non-Profit Management degree course, which concentrates more on tasks in the public administration sector and non-profit organizations.

Next to expert qualifications, the conveyance of interdisciplinary competencies for target-oriented and process-oriented planning, decision-making processes and actions in a team, as well as a successful internal and external communication under consideration of political and societal aspects become increasingly important.

Programme Profile

The cooperative Bachelor programme in Public Administration is structured as a theoretical and practical programme. Both strands – theory and practice – are conducted simultaneously. Practical modules begin in the second semester. Theoretical and practical approaches complement each other in transmitting comprehensive competencies to the student. Core theory modules include business administration, economics, accounting, quantitative methods, public finance, civil law, administrative law, specialized (including municipal law and public services law) and social law.

Admission requirements

Application period: September/ October in order to begin your studies in the winter semester of the following year. The application procedure usually requires approximately 3/4 of a year at the cooperation partners prior to the start of the studies. Please inform yourself in a timely manner!

This is a cooperative/dual degree course. Cooperation partners are the City of Frankfurt/Main, City of Hanau, Marktflecken Mengerskirchen and the City of Wetzlar. In addition to a secondary school certificate or high school diploma, admission to the program requires the agreement of a study and training contract with one of our partner institutions. Should you be interested in this degree course, apply at the stated cooperation partners for the admission to the program.


Within the program, students acquire the skills and knowledge they need to fulfil these functions effectively. Additionally, the program prepares and qualifies students for management roles within the city’s administration. The students also complete selected contents in the following fields:

  • Finance management and controlling
  • Human resources management and organization

Additional modules/electives

  • The degree course entails two electives, the additional modules 'quantitative methods' and 'business information systems'.
  • The students furthermore have to complete the 'Interdisziplinäres Studium Generale' - a general studies course offered as an interdisciplinary course by the institution of higher education and complete the module 'instructor qualifications'

Accreditation and degree

  • The program comprises 180 ECTS credits and leads to a Bachelor of Arts (B.A.) degree
